SSACelebrating75Yearsservicestationaustraliaspring2010ssa.org.au19contaminatedsitesandservicestationforecourts.TheNSWOfficeofWaterhas6classesofdrillerx19slicences.DrillerswhoinstallgroundwatermonitoringboresarerequiredtohaveaClass1licenceataminimum.DocumentationofwellinstallationThedesignerandinstallerofthewellsshouldprovidethepersonresponsiblewithalistofindustrystandardsfollowedinthedesignandinstallationofthewellsandagroundwatermonitoringwellreportwhichincludesbutisnotlimitedtothetypequantityofmaterialsusedinconstructionthegeologyintersectedduringdrillingdetailsofthedrillingconsultingcompanyengagedandresultsofgroundwatersampling.Theyshouldalsoprovidewritteninstructionsonhowtosampleandanalysegroundwaterineachofthewells.Anup-to-dateplanofthesiteshowingthelocationofeachmonitoringwellanditsdesignatednumbere.g.MW1MW2etc.mustbekeptonthesiteaspartoftheEnvironmentProtectionPlan.MinimumrequirementsThelocationandnumberofwellsinstalledonaUPSSsitemustbedeterminedbyacompetentandexperiencedperson.Asaminimumonewellshouldbeinstalledup-gradientandtwowellsshouldbeinstalleddown-gradientofthewholesystemtoensureadequateinformationisprovidedonup-anddown-hydraulicgradientareasofanyUPSS.Groundwatermonitoringwellsshouldbedrilledtoadepththatwillenablegroundwateratthesitetobemonitoredeffectively.Ifaconfininglayerhasbeenencounteredandgroundwaterisnotfoundbyadepthof10metresdrillingcanceaseunlesscontaminationispresentorlocalgeologyindicatesthatcontaminationcouldfinditswaytoagreaterdepthintothesubsurface.Allwellsmustbesealedtoexcludesurfacewaterclearlymarkedtoindicateitspresenceandproperlysecured.TestingofmonitoringwellsAUPSSmustnotbeusedunlesseachgroundwatermonitoringwellistestedforpetroleumcontaminationevery6months.Thismaybedonebyavisualassessmenttodetectsurfacesheenoruseofinterfaceprobesandorgaugestodetectwhetherhydrocarboncontaminationispresent.Thegroundwatermustbesampledandanalysedbyalaboratorywithin30daysofthewellbeinginstalledorifitisbelievedthatthegroundwateronsitemaybecontaminatedorifaleakinthesystemissuspectedeitherasaresultoflossmonitoringandorlossdetectioninvestigationprocedures.LicencesfromNSWOfficeofWaterTheNSWOfficeofWaterrequiresanapplicationforpermissiontodrillinsomeareasofNSW.TocheckifanapprovalisrequiredinyourareacontactyourlocalNSWOfficeofWateron1800353104orvisitwww.water.nsw.gov.au.CostofinstallingandtestinggroundwaterwellsItisestimatedthattheaveragecostforinstallationandinitialtestingof3wellsisapproximately17000persite.Aseachsitemayvaryinlayoutaccessunderlyinggeologyetc.thiscostwillvary.Serviceprovidersmayhavelowerquoteshoweveritisimportanttotakeintoconsiderationthequalificationsandexperienceoftheserviceprovider.Poorwellconstructioncanleadtothecontaminationofagroundwatersourcerequiringexpensiveclean-upormaynotinterceptthecorrectgroundwaterprofile.GroundwaterwellsabackupforotherleakdetectionsystemsTheUPSSRegulationhasprovisionsrequiringtheimplementationofprotectivemeasuressuchasinstallingnon-corrodibledouble-skinnedtanksandcarryingoutcarefulwetstocklossmonitoring.Theseareconsideredthefirstlineinthedetectionofpotentialleaksandpreventingpollution.Howeversometimesitisstillpossibleforareleaseofproductintotheenvironmenttogoundetectedduetooperatorerrororunrecordedspills.Groundwaterwellscanalsobeusedtodetectcontaminationmovingontothesitefromothersources.AlternativestoinstallingwellsUnderClause28oftheUPSSRegulationDECCWisabletograntexemptionsfrominstallingandtestinggroundwatermonitoringwells.ApersonresponsiblemayapplyforaClass2orClass3Exemptionanddefertherequirementtoinstallandtestgroundwatermonitoringwells.Theseexemptionsareissuedto31May2011withthepossibilityofanextensionbeyondthisdate.Class2appliestositeswhichareoutsideofareasdefinedasenvironmentallysensitivebyDECCWandaleakorspillfromthesystemislesslikelytocausesignificantenvironmentalharmtoasensitivereceptor.Class3appliestositeswhichlieinsidethedefinedenvironmentallysensitivezonebutareabletodemonstratethatproceduresandequipmenthavebeeninstalledthatwillbeabletodetectaleakorspillbeforeitcausessignificantenvironmentalharm.PenaltiesforfailingtoinstallwellsThearepenaltiesfornon-compliancewiththeUPSSRegulation.IfyouarehavingdifficultiescomplyingwithanyprovisionsoftheUPSSRegulationcontactDECCWtodiscussyoursituation.TheRegulationisdesignedforenvironmentalprotectionandDECCWmaybeabletoofferalternativesolutionstoachievethis.FormoreinformationContacttheDepartmentOfEnvironmentClimateChangeandWater.Visithttpwww.environment.nsw.gov.auclmupss.htm.ContacttheUPSSteamonupssregenvironment.nsw.gov.auorcall131555.
